Governing principle

Justice can be better funded, organised and equipped without delegating judgment to a machine. The Plan de Rupture combines human investment, assistance tools, mandatory human validation and full traceability. These elements must be treated as one system.

Six pillars

Budget trajectory

Measure 4.01 proposes doubling justice resources over five years. A programming act sets the path; annual finance acts must authorise appropriations.

Enough professionals

Judges, prosecutors, court clerks, specialist assistants and digital teams must be recruited, trained and retained.

Controlled assistance

Document preparation, case-law research and consistency checks may be assisted. Judicial decisions remain human.

Real human validation

A rubber stamp is not enough. The competent person must understand, verify, override and take responsibility.

Full traceability

Model version, inputs, output, human intervention, reasons and access must be recorded securely.

Effective appeals

People must be able to understand the role of the tool and exercise the procedural remedies available to them.

Productivity estimates in the Plan are not guaranteed cash savings. Time saved may be used to shorten proceedings, improve reasoning or reduce backlogs.

Three use categories

Documentary use

Document classification, search and formatting assistance, provided the tool does not determine the outcome.

Decision-support use

Case-law analysis, consistency checks and draft preparation, with assessment, human oversight and logging.

Prohibited by the proposal

Autonomous judgment, secret determinative scoring or an adverse decision without competent human review.
