Une économie annoncée n’est pas une économie nette tant que les fonctions maintenues et les coûts de transition ne sont pas déduits.
La formule de base
N = G − T − R − charges transférées. Un gain de temps ou de capacité doit être présenté séparément s’il ne produit pas de baisse budgétaire observable.
