Which Reforms Require a Constitutional Amendment?
Large reductions in parliamentary numbers, abolition of CESE or a deep transformation of territorial architecture cannot be achieved by a simple decree. The Constitution must be amended through a procedure requiring both chambers to adopt identical wording before final ratification.
Decisive point: a government constitutional bill must be adopted in identical terms by the National Assembly and the Senate. It is then approved by referendum or, if the President chooses Congress, by a three-fifths majority of votes cast.
