5.05 — Reintegrating Regional Health Agencies into the Ministry
The Plan states net savings of €180–350 million per year with evidence level C. ARS bodies are state public establishments and their missions are set out in the French Public Health Code. Reintegration therefore requires legislation, decrees and a mission-by-mission transfer matrix.
