Property freedom · scenario
Home improvements: creating a real household freedom envelope
Reduce declarations, permits and development tax for small greenhouses, outbuildings and low-risk extensions.
A household freedom envelope
Low-impact ordinary works should face no full administrative file and no development tax, while protected areas, flood/fire risks, neighbour rights and genuine safety rules remain.
Three levels to test
| Level | Proposed process |
|---|---|
| Free | Small food greenhouse or non-habitable shed under a defined threshold: no filing and no tax. |
| Notification | Medium low-risk extension: short digital notice, no prior review unless flagged. |
| Permit | Large extension, new dwelling, protected area or significant risk: normal/accelerated review. |
Food-producing greenhouses
A household vegetable greenhouse should not automatically be treated fiscally like habitable floor area. Thresholds still need modelling.
