Four reading levels to enter the Rupture Plan, depending on your availability, your role and the depth of analysis you are looking for.
The Rupture and Restoration Plan for the State represents a considerable body of work spread across seven complementary dossiers, for a total of around 2,500 sourced pages. Such documentary density is necessary to achieve the technical precision required by public decision-makers, but it is not well suited to a first rapid reading.
For that reason, four synthetic versions are available, designed for different audiences and different reading times. Each refers back to the full dossiers freely accessible on this website.
The four available levels
📗 Five-page brochure — An express format designed to be read in five minutes. It presents the main issues, the orders of magnitude of the expected savings — €310 to €360 billion per year — and the seven structuring workstreams. It is suitable for an initial overview or for sharing the project with a broader audience.
📘 Twelve-page brochure — An intermediate format designed to be read in 20 minutes. It deepens the seven workstreams, clarifies the orders of magnitude by axis, and presents the costing method. It is suitable for advisers, parliamentary staff and journalists looking for a structured presentation without entering into technical detail.
📕 General-public compendium — A long synthesis accessible to the widest possible audience, designed to be read in one to two hours. It presents all seven dossiers in a narrative, accessible format, without technical jargon. It is suitable for citizens who want to understand the coherence of the plan before moving into the technical dossiers.
📔 Candidates’ compendium — A dense version intended for candidates in the 2027 presidential election, their policy teams and public decision-makers. It presents detailed costing, references to public sources — the Court of Auditors, the Senate, the Budget Directorate, the Official Journal — and implementation arrangements. It is suitable for direct preparation of a government program.
