This complementary dossier is part of a series of five publications that extend and deepen the rupture plan for the structural reform of the State. It is currently being drafted and will be published here in open access once finalized.
What this complementary dossier V will contain
This final complementary dossier is designed as a complete governmental implementation kit. It will provide public decision-makers with the operational tools needed to move quickly from political decision to effective administrative implementation.
It will contain four structuring operational appendices: a dismantling kit with standard legal procedures, model decrees and transfer sheets; a 24-month rupture timetable sequencing all the workstreams; a legal directory listing the texts to be amended or repealed; and an argumentary responding to the 12 objections most commonly raised against this type of reform.
Why this series of dossiers exists
After the main dossier of more than 270 pages sent to the Prime Minister and to the candidates in the 2027 presidential election, and after the panoramic mapping of the Stateβs 1,470 satellite entities, this series of five complementary dossiers enters into the operational detail: what must be kept and reformed, merged, reintegrated, abolished, and according to what timetable.
The objective is to provide public decision-makers, journalists and citizens with a complete, sourced and quantified corpus that makes it possible to move from diagnosis to action.
